From 1983-2017, Mr. Schoolmaster was a lecturer at the Center for both on-campus and field courses throughout the USA and overseas in the following subject areas:
Crash Investigation 1 & 2, Vehicle Dynamics, Math/Physics Workshop, Traffic Crash Reconstruction 1 & 2, Traffic Crash Reconstruction for Traffic Engineers, Pedestrian-Vehicle Crash Reconstruction, Crash Photography, DUI Enforcement, Radar Instructor, Supervision of Selective Enforcement Programs, Field Training Officer, and Fleet Safety Programs.
In 1999, 2005, 2007, 2010 and 2015 Schoolmaster was a Visiting Lecturer at the Botswana Police College, funded through a grant from the Botswana Motor Vehicle Insurance Fund (MVA), the Namibia Motor Vehicle Insurance Fund, and the Botswana Police Service. In 2009 he was guest lecturer and lead instructor in Abuja, Nigeria for the Accident Investigation series taught at the Nigeria Federal Road Safety Commission. Also in 2009, he was lead author, developed training materials, and provided instruction for the Crash Data Improvement Project at the Chicago Police Department and City of Chicago Office of Emergency Management and Communications, funded under a grant from the Illinois Department of Transportation and NHTSA. In 2013, 2014, and 2015 he was lead instructor-trainer and lecturer in a project in Centurion and Pretoria, Republic of South Africa, with TUV Rheinland, an international standards organization promoting traffic safety programs with national and local police agencies, and private sector investigators from Botswana and South Africa. In 2012-2015, he periodically conducted a number of advanced training courses for the NYPD Collision Investigation Squad. In addition to classroom duties, from 2009-2016 he was involved in curriculum development projects for the Center's courses. In 2013-2014, he served as a final proof and content editor for Lynn B. Mr. Schoolmaster is an alumnus of Northwestern University, and is a graduate of the NU School of Police Staff and Command. He served as a police officer with the Northwestern University Police Department, and then retired after over 30 years service with the Evanston, IL Police Department, where he held numerous specialty field and supervisory assignments.
Schoolmaster was one of the first persons certified by the State of Illinois as an Accident Reconstruction Specialist in 1986, and received full accreditation status from the Accreditation Commission for Accident Reconstruction (ACTAR) in 1993. He was appointed to the Illinois Police Training Board’s Reconstruction Standards Committee in 1986. He is a charter member of the Illinois Association of Technical Accident Investigators (IATAI), and is a member of the Midwest Association of Technical Accident Investigators (MATAI), serving on the MATAI Board of Directors and Education Committee. He has given expert testimony in state and federal courts, and is the principal of a private consulting firm based in Wilmette, IL.
