Mr. Carrigan has over 48 years of experience in the fields of transportation safety, crash reconstruction and education. He holds a Bachelors of Science degree in Education from Temple University and has acquired extensive training in the specialized field of Traffic Crash Reconstruction from Northwestern University and the University of North Florida which led to his certification by the Accreditation Commission for Traffic Accident Reconstruction.
Tom has spent numerous years performing safety-sensitive functions in the transportation industry and has held the positions of Director of Safety & Driver Development and Corporate Crash Reconstruction Specialist at three of America's largest motor coach companies, including Greyhound Lines, Inc., Trailways, Inc., and Academy Tours, Inc. He has accumulated extensive experience in the following areas: safety management and administration; loss control analysis; loss prevention programming; regulatory compliance management (Federal DOT, OSHA, Department of Defense, New York State 19A Driver Certification); driver recruitment, training and development programs; industrial relations; human resource development; transportation operations; traffic crash reconstruction and cause analysis; vehicle dynamics; at-scene crash investigation and site analysis.
Tom has served as an instructor and guest lecturer in the areas of vehicle dynamics and vector analysis at the Northwestern University Traffic Institute. He has served as an advisory committee member for various United States Department of Transportation, Federal Highway/Motor Carrier Safety Administration projects, such as the study of the effectiveness of private sector efforts to ensure adequate training for entry level drivers of commercial motor passenger vehicles, the analysis of key passenger safety issues facing interstate motor carriers, the commercial driver medical fitness negotiated rulemaking process, and the study of fatigue and stress-related issues facing the intercity bus industry. He testified in Washington, DC as an industry spokesperson on the proposed revision of the hours-of-service regulations for commercial drivers. He has conducted train-the-trainer seminars and speaking presentations for the school bus, transit and motor coach industries on the subjects of Operation: Secure Transport and Security and Emergency Preparedness Planning, which were programs provided through a grant by the Department of Homeland Security, Transportation Security Administration. He has also been certified by the Commonwealth of Pennsylvania as a Third Party Examiner of Commercial Drivers and by the National Safety Council as a Certified Defensive Driving Instructor.
Tom has served as the independent member on both the Accident Review Board and the Appellate Board for Accident Review for the School District of Philadelphia. He also has served on the Board of Directors of the National Association of Traffic Accident Reconstructionists and Investigators, Inc. (NATARI), the Governing Board of Directors of the Accreditation Commission for Traffic Accident Reconstruction (ACTAR), the Accreditation Exam Grading Committee of ACTAR, and as Chairman of the Membership Committee of NATARI. He continues as an active member of the National Association of Professional Accident Reconstruction Specialists, Inc. (NAPARS), the National Association of Traffic Accident Reconstructionists and Investigators (NATARI), and the American Society of Safety Engineers (ASSE).
