SUMMARY OF SKILLS AND ABILITIES

Carl Sandler specializes in performing forensic vehicle examinations. His ability to understand and analyze complex technical issues is enhanced by a diverse background and supported with specialized training, skills and experience. During his training to become a vehicle technician, Mr. Sandler developed a basis for understanding the operation and repair of vehicle systems and components. He continues to further this knowledge by participating in training opportunities and attending classes relating to the areas in which he specializes.

Mr. Sandler’s experience in forensic vehicle examinations began when his career expanded into a law enforcement setting. In this role, he was tasked with examining accident vehicles to determine if any mechanical conditions or deficiencies played a role in their involvement in the collision. While developing protocols and honing his skills in vehicle examinations, Mr. Sandler was provided with the unique opportunity to receive accident investigation and reconstruction training. Mr. Sandler served as a Technical Accident Investigator and participated in hundreds of police traffic scene investigations. He maintains full accreditation with ACTAR, the Accreditation Commission For Traffic Accident Reconstruction. The unique combination of performing forensic vehicle examinations and collision scene investigations serves to enhance Mr. Sandler’s skills and abilities in vehicle crash analysis.

Mr. Sandler gained additional experience while engaged in the management of vehicle fleets. He is skilled in tasks relating to procurement, maintenance and repair, personnel issues, planning, budgeting, and the operation and management of a fleet service facility. The experience gained and skills developed by Mr. Sandler along this unique career path enable him to offer services in numerous vehicle matters, including:

• Examining and inspecting vehicles for condition and defect analysis
• Determining the existence (or absence) of pre-crash conditions
• Examining commercial vehicle brake systems for defect analysis
• Inspecting commercial vehicle systems and components for compliance with Federal Motor Carrier Safety Regulations / CVSA compliance
• Retrieving and interpreting collision data from vehicle electronic modules
• Retrieving stored diagnostic trouble codes / performing cause & effect analysis
• Determining involvement in manufacturer recall campaigns
• Performing “at scene” investigations; documenting evidence
• Preparing written reports
• Providing sworn testimony
• Evaluating fleet operations, maintenance practices, safety and regulatory compliance, and management/procurement functions
