Dr. García received his Bachelor of Engineering in 1982 from the Instituto Superior Politécnico “José A. Echeverría”, in Havana, Cuba. During 10 years, he was an assistant professor at the University of Cienfuegos, Cuba where he taught courses on vehicle systems and components, vehicle dynamics, vehicle diagnostic and troubleshooting, fleet management and applied statistics for reliability analysis. He completed his Ph.D. at the University of New Brunswick, in Fredericton, Canada in 2000 where his research area was study of rollover propensity of heavy trucks on highway curves under actual operating conditions.

Dr, García’s expertise and experience include motor vehicle accident reconstruction, Electronic Data Recorders imaging and interpretation, accident site examination and digital mapping, vehicle mechanical inspections and failure analysis, analysis of traffic light signal timing relating to intersection collisions and scientific computer simulations.

Dr. Garcia is a certified operator of the Berla iVe digital tool that allows acquiring data from a vehicle infotaintment system. He is also a certified operator of aerial boomlifts and scissor lifts. He has reconstructed low-speed and high-speed collisions involving passenger vehicles, light/medium trucks, heavy trucks and farm equipment, vehicle-pedestrian and vehicle-bicycle collisions and rollover accidents. His work has also involved assessment of highway design features, roadway defects and Winter Maintenance Operations relating to collisions. He has testified in both civil and criminal courts in Ontario, Canada and in Texas, USA.
