Mr. Fischer earned his B.S. in Systems Engineering and Human Factors, an M.S. in Human Factors Engineering and an M.S. in Biomechanics. He received his accident reconstructionist certification from the Accreditation Commission for Traffic Accident Reconstruction (ACTAR), and has also been certified as a Professional Ergonomist (CPE). In addition, he has attended special courses and seminars pertaining to motorcycle accident investigation, child occupant protection, forensic tire examination, pedestrian and bicycle crash avoidance, passenger car rollover, and many other subjects.

Mr. Fischer is a Forensic Engineer, has a diverse background and over 20 years’ experience in, but not limited to, the following fields: vehicle and pedestrian accident reconstruction, human factors analyses, vehicle/occupant motion analyses, occupant kinematics, scale map development, OSHA and BOCA standards and compliance, ergonomics, workplace and occupational injury investigations, facility assessment, and air traffic control procedures and safety programs. Mr. Fischer also participated as a Safety-Observer/Technical Inspector for race team pit operations for championship auto racing teams. As a Human Factors Engineer, he assessed reduced driving capability factors, and identified unsafe driving conditions and operator characteristics which result in poor driver performance.
